Overview

The Maritime Services Training Institute (MSTI), previously known as Seamen’s Training Centre, was established in 1988 to provide a wide range of training courses for new entrants, in-service seafarers, and employees of maritime industry. Through its network and the Maritime Services Training Board, the MSTI maintains close relationships with the industry. The Institute continuously provides quality vocational and professional education and training services to satisfy the manpower demands and training needs of the industry.

Located in Tai Lam Chung, Tuen Mun, the MSTI has a net area of 16,000 square meters. To fulfil the training and certification requirements for seafarers and mid-stream and shore-based workers, it offers both pre-employment and in-service training courses. Training courses offered by the MSTI includes 2 full-time pre-employment courses, namely the 2-year Higher Diploma in Maritime Studies (HDMS) and 23-week Certificate for Junior General Purpose Ratings (CJGPR), and modular day and evening courses for new entrants, in-service seafarers and employees of the maritime industry. Furthermore, the MSTI also runs tailor-made safety training courses for different corporations.

A Professional Training Provider

To assure the quality of its training and to meet international requirements for maritime education and training institute, the MSTI has developed its Quality Management System (QMS) and implemented it since 1998. The QMS was accredited and audited from time to time by the DNV, the world-renowned Norwegian classification society. Moreover, in order to maintain a safe environment for teaching and learning, the MSTI has, on its own initiative, created its Safety Management System (SMS) and put it into operation. In March 2004, the SMS achieved Level 2 of the Continual Improvement Safety Programme Recognition of System (CISPROS) of the Occupational Safety & Health Council.

At present, the MSTI is the sole approved training provider in Hong Kong for various mandatory safety familiarization and basic training courses as set out in the STCW Code, Merchant Shipping Regulation, Shipping & Port Control Regulation and Factories & Industrial Undertakings Regulation.

MSTI has also obtained the authorization from The Swedish Club (TSC) for running the Maritime Resource Management (MRM) Course developed jointly by the TSC, SAS Flight Academy and 6 European maritime organisations for the purpose of minimizing the risk of incidents at sea through efficient management of maritime resources.

Course Information

The Maritime Services Training Institutes offers full-time Higher Diploma in Maritime Studies and Certificate for Junior General Purpose Ratings for Hong Kong Diploma of Secondary Education and Secondary 3 graduates respectively. The MSTI also provides part-time courses for industry practitioners to enhance their professional knowledge and skills.
